I'm assuming you are talking about RPT (Rational Performance Tester). By "server instances" do you mean the number of concurrent users? I'm going to answer as if that is the case.

RPT standalone can be used (with VT-packs).  RPT on Public Cloud (GA, available now with a 30-day free trial) and RPT on private cloud (free until it becomes GA, and IBM is looking for customers to try this out and give us feedback) are all capable of scaling up to hundreds of thousands of users.
