I'm sure you're already aware but you can do a local web preview to test the apps prior to deploying them. In web browsers you can easily change the screen size and the network connectivity to sort of test real-world experience on a mobile device. It's not perfect, but it's good for initial development. I then deploy to the mobile app and complete testing.
For using an emulator to test how it would work on a mobile device, I don't believe this would be possible today. The native app we ship in the app stores is essentially a shell that supports downloading apps (MOBILELOGIN, NAVIGATOR, TECHMOBILE, etc.) from the Maximo environment. The app requires the /maximo (used for the REST API calls) and /maxmobile (used for retrieval of apps) endpoints to be accessible from the same URL. That would require the app you're trying to preview to be deployed to Maximo, at which point you wouldn't need an emulator. For a mobile emulator to work we would need a different version of the native app that retrieves our local preview of the app while still connecting to the Maximo environment for the APIs.
