The emphasis behind the rapid release model is to incorporate new feature all the time so the best answer is to keep as current as possible.
However there are number of things to consider.
- Supported versions, meaning the official support model is N-1 in terms of a release that is supported. With the 11.1.4 version being release in the next few weeks you should consider either 11.1.3 or possibly 11.1.4
- Long Term support. Release 11.0.13 is defined as having long term support meaning it will be supported and fix packs provided for an extended period of time. The LTS release may not have all the features you are hoping for but you can at least log defects and expect support which your current version would not provide.
