The Control Desk control depends on system property controls (starting with pmgui.progressmap) that allow the user to provide their own order, including their own custom status for synonyms of the out of the box statuses. Out of box it is all specific to ticket based things (incident, problem, or SR) with some deviations based on type of request too (SR is different than service catalog for example even though they touch the same records). IBM doing something similar for Maximo (system properties based on WOCLASS for example) would be awesome. Ideally it'd make it into both Work Centers and the legacy UI, but if it was used just for Work Centers it would give a solid advantage that I think people would enjoy and fits with the modernization theme. Most tools we use show key information at a glance in the header.
If you're using a workflow, it's almost always too verbose to depend on at a glance which is what the Control Desk header does. You see who owns it, where it is from a status perspective, etc. all at a quick glance. And if there are workflow assignments, you can see it and progress it (or reassign if it's assigned to you).
Looking at a workflow we use for changes as an example, we have 9 condition nodes where we evaluate information on the change at various stages. Viewing the workflow map requires a lot of horizontal & vertical scrolling to support it so it wouldn't help a user in a quick glance. Could be good for some though.

If I remember correctly that process map in Control Desk is static and is based upon ITIL standards that works great for an IT Service Desk. Outside of IT processes vary too much for a static process map to be useful.
David is correct, Work Flow is the tool we can use to build a process Map and visualize it, but it is a click away. Here is an example of that dialog from Work Order Flow Process:

I confirmed with my colleagues that it should be possible to take that View Work Flow Map dialog and display it on the Main Tab of a SR or Work Order. If I get some extra time I can try to mock that up in a test environment and post a screen shot.

What would it take to build/implement a progress bar like that in Maximo Asset Management?
It would be really cool if we could have something like that. It would help users be totally clear where a record is in terms of status (in the context of all the other statuses).
