Make sure you log this with support to get a bug logged.
You probably already have a work around, if not you could try the following.
As a search prompt query isn't run until you search, base the two search prompts on different queries. Add a filter to the second search prompt query based on the first search prompts parameters. You can make this filter optional so that the second prompt can be run even without the first being searched.

I noticed the updates to the Select and Search in Modern request mode has an issue or difference in behavior to the Legacy request mode. I attached a sample report to duplicate the issue and I have confirmed it in 12.0.3 and 12.0.4 versions of Cognos.
The issue is when one select and search has a cascade source to another select and search. The behavior works correctly in legacy mode but in modern mode it ignores the cascade source unless reprompted.
The order of events:
- Enter % into the first "Source" Risk prompt. Select "External Fraud" and add it to the choices.
- Enter % into the modern Select and Search and it will return all items disregarding the cascade source filters
- Enter % into the legacy Select and Search and it will return the correct filtered data.
This looks to me that the modern mode might not be checking the cascade source at all. I think this is a big oversight and was causing a lot of issues for a report of mine until I realized the modern mode was causing the issue.
Let me know if anyone else also experiences this issue.
