There is some capability for this but not quite sure from your description above if this is exactly what is desired. That other user, call them B, has to first create the credential object and share it, in their profile area under My preferences > My credentials, with the user that wishes to run or schedule the report, call them A. Then on any report that B manages they can set the Advanced report options to Run as either the owner or as their credential. Thus when the A runs the report it runs as B.

Object Search in the premium version of CogBox has this capability:

This assumes that the user has valid credentials in Cognos. So if you're setting it to a service account, the account will still need to be logged into Cognos and the credentials generated. 

I don't believe there are any other tools available that will allow you to change schedules like this, maybe one of the Motio tools.
