I'm seeing the following messages when attempting to start rsed, jmon, and lockd:

I found http://www-01.ibm.com/support/docview.wss?uid=swg21390468 but this is not exactly the same thing however following the same method and looking at http://publibfi.boulder.ibm.com/cgi-bin/bookmgr/BOOKS/BPXZA830/5.2?SHELF=ap0abk12&DT=20020709100131 the 00F9 might indicate "The user ID is not defined to the security product." ?
