I've seen NFS problems hose a server so badly that it appears to be dead. I've had to wait an hour for all the NFS mounts to timeout before the boot completed. You might want to bring the server up in maintenance mode and temporarily remove the NFS mounts. Then reboot normally and fix the network problems. When you get to where you can do the NFS mounts by hand, then restore the automatic mounts and reboot. Hopefully you'll be all set.
There's one other pathological possibility. Sometimes a portion of the network doesn't initialize until
after the NFS mounts complete. I used to see this with the SP switch. In that case you'll have to remove the automatic NFS mounts and then mount them later with a script.
