Hello there.

I have created a new TEST-PROJECT with a testuser1 with assigned role of Image manager. This user also belongs to the group powervc-filter.

Following the steps

1. Add resources to the project. All projects share certain infrastructure elements such as compute hosts and storage providers, and others like networks might be shared, but images and volumes exist only in one project.
   1. Add the necessary network and storage resources.
   2. Add an image by using one of these methods:
      
      • Import an image and then use it to deploy a virtual machine.

• No public images are visible to this user.
• When trying to import images I get a message "Cannot find what you are looking for. Please check the URL."
• The backup node is not showing or discovering any exiting OVA's. Getting a message "Discover of image backups from backup node Local Backup Node is successful" and "No ova/raw files were discovered on the backup node."

But I can see those public images as an admin user.

What am I missing here :-)
