Yes, this CPF9897 - partition activation failed ... I encountered this message already multiple times. In fact, you may ignore as you're busy with migrations to new Power & storage servers. According to IBM Support .... This issue has been reported several times. Full system flash copies or FSR switchovers, ... can result with "CPF9897 PARTITION ACTIVATION FAILED" when there is a different UUID (a unique internal system ID) on the target system as the IPL is occurring. So this is to be expected.
About the other topic ... 'When I start the lpar on the new server, the first IPL goes well but the console stops just before the signon screen'. Yes, I encountered a similar problem ... but after all, the signon screen appeared after a 5 minutes delay.
Please verify the cloud enablement settings. Run the command : CALL PGM(QSYS/QCLTDSP) and you will get a message about the wait-time. A message like ...
CURRENT CLOUDINIT ENABLE WAITTIME IS 5 MINUTES .
You can change this timing, put it to 0 or 1 minute ... en the signon screen (on your console) should pop-up much quicker .
Use the command to define 0 min waittime : CALL PGM(QSYS/QAENGCHG) PARM('WAITTIME=0')
