pacemaker was setup on db2 linux 11.5.8
now trying to add the vip and according the doc 
[root@pacemkrp ~]# /home/db2ins11/sqllib/adm/db2cm -create -primaryVIP 192.168.44.129 -db QUERYDB -instance db2ins11

this command is accepted - does not return/ends and no error presented
looking at second node : crm status - the resource is not present/defined
is there any logging about db2cm and where to  find

When you run:

/opt/ibm/db2/V11.5/bin/db2cm -list

Do you see the resource there?
By default, I have logged events in these files:

/var/log/crmsh/crmsh.log
/var/log/pacemaker/pacemaker.log

Hello Guy,

the logs of db2cm reside in the /tmp directory.

Hopefully the respective log can give you more information why the creation of the VIP does not end.
