    Dear Aldrin

P10 server support IBM i 7.3 at Technology Refresh level 12 or later. To do what you asked, you should apply ALL latest levels of 7.3 PTFs into POWER7 server first before doing the save entire system to use in the restore.    Use this restore procedure: Recovering your system to a different system at https://www.ibm.com/docs/en/i/7.3.0?topic=system-recovering-your-different

If it is not convenient for you to apply all latest PTFs in P7 server, you can choose to do manual install of IBM i 7.3 in POWER10 server first but you need to make sure you download the latest Resave level of the LIC installed image.  Then you need to install all SW products needed in P10 and apply all latest levels of PTFs in P10.  Use this info for the restore steps: Recovering your system to a different system at https://www.ibm.com/docs/en/i/7.3.0?topic=system-recovering-your-different.   Make sure you observe step 27 in the web page.  You should also set the parameter OPTION(*NEW) of RSTLIB command to prevent restoring old system objects (in QSURSYS and QGPL) over the new ones (that contain latest PTF level).  Then you manually do the restore of user data portion (using GO RESTORE menu --> Restore User Data In step 31) from the save entire system tape from P7 server.

If you want all existing spooled files data into the new server, make sure you set the parameter SPLFDTA(*ALL) for SAVLIB command when you do the save in P7 server.   And if you want fastest restore time, you should also save all private authority, access paths, and data queue contents by setting the parameter PVTAUT(*YES) and ACCPTH(*YES) and QDTA(*DTAQ) in SAVLIB command as well.

In addition to Satid's excellent answer (as usual), FLRT may be of help: https://esupport.ibm.com/customercare/flrt/power.
