Thank you so much for your detailed instruction and video. I have tried once again to get the permission for the internet access from the Windows server so that I can follow your advice #2, "Install FP7 from the online repository using the IBM Installation Manager". But my request has been rejected again because of the IT security policy in my organization. Lacking of the Internet access was the only reason why I had to go with the "local copy of the Fix Pack 7".
I have checked the Installation History and the Installed Package in Installation Manager. I did have the Optim 11.3.04 before the upgrade.
I did use the GUI and I did make to the point where the old school Optim Setup GUI fired up.
I'm attached a file that contains the major screenshots during and after the upgrade.In addition, before trying the upgrade, the ONLY Optim I had installed is the launchpad64.exe (Run as Administrator) from INFOSPOPTIM11.3WIN_EN.zip (CN595EN, Windows), and nothing else. I had followed the steps at

I could/can also start and stop WAS-CE as well as the IBM Optim Server as a Windows Service.
My question is
What else do I need to check in addition to the validation that I mentioned above in order to "Make sure FP4 is fully installed and working. (a must) "?

Here's my advice,
I'm assuming that you're using the GUI? I'm assuming that you are not making it to the point where the old school Optim setup GUI fires up? You "may" need to clean up the junk that was laid down during the failed install. There are instructions for manually removing Optim in the link that you shared.
- Make sure FP4 is fully installed and working. (a must)
- Install FP7 from the online repository using the IBM Installation Manager.
- Run the Install as Administrator ( a must)
- View IBM Installation Manager logs or Optim Install Logs depending on where the install step fails.
Watch the attached video to see an install. This is a FP6a to FP7 install but very similar to the process for FP4 to FP7 if you use the online repo instead of a local repo install. I stopped the video around the time that IBM Installation Manager fired up the Optim Setup GUI.

I'm a new comer.
Following the instructions at the "Use IBM Installation Manager to point to a local copy of the fix pack" section at https://www-01.ibm.com/support/docview.wss?uid=swg22015716 , I have tried the Optim upgrade to the Fix Pack 7. But the upgrade has failed. The error messages displayed under the Update Packages of the Installation Manager are:
Errors during "install" phase:
The Optim Runtime feature of the installation failed. Runtime Services can not be installed without this feature also being installed.
My questions are;
1. Where is the Log File generated during the installation?
2. Any advice for getting rid of the error?
