In IBM Cloud, this usually happens because you have an existing Resource Group or a "deleted" service still in Reclamation that counts against your limit.
To fix it:

Check Filters: Go to your Resource List and ensure all filters (Location, Status) are set to "All" to reveal hidden groups.

Clear Reclamations: Check the Reclamations section in your dashboard; permanently delete any pending items to free up your quota immediately.

Use CLI: Run ibmcloud resource groups to find "invisible" groups.
