Is it now possible to move between multi tenant and standard configuration now POST installation of 7.6.0.9( Q4, 2017)?

I haven't seen anything to say that it is possible to change a system from a multi-tenant model to a standard configuration.

IBM can give a definite answer if you raise a PMR.

I would be very surprised if you could because the multi-tenant solution included multi-tenant specific Java code and I think it included database columns to identify the specific tenants.

Writing code to automatically identify and convert tenant specific data into a single system would be very complex and risky. I wouldn't expect IBM to be working on a solution in this area, 3rd party consultancies may well offer to migrate data between two such systems.
