Request you to let me know if you have answers for below two questions.

1) Does license count we procure for Maximo SaaS is applicable to SaaS Non-Prod environment also or if there are any relaxations - how it is calculated ?

2) Maximo Linear Asset Management license - Do we need to get same number of Linear asset management add on license as base license (Users having access to applications that has linear functionality) or is it possible to disable linear functionalities for set of users in Assets (For Ex) application. Other add ons as it offers separate application we can control based on need. But as components of Linear gets added to base application itself, how that can be controlled ?

When it comes to licensing, I always preface it with you should discuss with your IBM representative. In the case of an audit, IBM's word (and specifically only a few in the Maximo team) are what matter and it's not something you want to get wrong. Organizations may have also negotiated different terms than what is traditionally available.

1) This might depend on your SaaS environment, but assuming your question is around the IBM Maximo SaaS Flex option then the answer would be yes with the caveat that the non-production system is not supposed to have more than 30 users logged in concurrently at any time (https://www-03.ibm.com/software/sla/sladb.nsf/pdf/6391-12/$file/i126-6391-12_02-2020_en_US.pdf) 

2) Express users are entitled to use Linear under the same restrictions as Express (IE read-only access or access via work orders that they are assigned). So these users if they are Express do not need the entitlement. Limited & Authorized Users are more complicated as you have identified.

There are 4 permissions (LRM,VIEWARHIST,VIEWAFSHIS, & FLTRLASET) inside the asset app as an example that require linear per the sigoptflag table (where IBM tracks which permissions requires certain licenses to disable them from being granted). But the one that controls display of linear fields in the app is actually LINEARASSET which isn't even configured as something requiring the license key and is automatically granted to the EVERYONE/MAXEVERYONE group so everyone in an organization would have it. In my opinion, there is no clear way to separate and I would license any user that has save access in that app as needing Linear. Even if you remove the section or clone the app, there's a risk that someone will add Linear fields in the future without realizing it. 

With the Maximo Application Suite (the new delivery model for Maximo, sometimes referred to as Maximo 8), even on the base tier of the licensing for a user it would include Spatial, Linear, & Calibration for the users. With how embedded these apps are into the core experience it makes that particular piece a lot easier.
