For Turkish on SQL Server, collation can't be set to Turkish as maxinst fails due to the Turkish i problem. It can be added to a database with English collation but some of the characters will be corrupted."

Question is:->
In a Maximo instance with SQL database where  English, Dutch, German are implemented can the same instance support Japanese and Chinese.  

If not can separate Maximo SQL instance be configured for Japanese and Chinese.

1) No, Maximo cannot currently support Latin based languages alongside other character languages like Japanese & Chinese in a SQL Server environment.
2) I don't believe it's possible as Japanese & Chinese use different character sets to the best of my knowledge. You can have a Japanese or Chinese SQL Server Maximo instance, the issue is mixing the languages in a single environment.
3) The platform matrix covers language support, however, SQL Server support is more limited than DB2/Oracle today. While each language is allowed separately in SQL Server, there are restrictions on what can be combined together.  

Maximo 7.6.1.2 (the July 24, 2020 release) added support for SQL Server 2019, which now supports UTF-8. SQL Server has traditionally supported UTF-16 (which IBM doesn't support with Maximo), but with the support of UTF-8 it is now theoretically possible with minimal changes to Maximo to add additional language support that mixes character sets. We've confirmed that IBM doesn't officially support this yet, but it's something they're looking to certify.
