One option is to create a new single-page app. This app can be based on Bulletin Board and can have the text displayed as read-only and then add a push button which will allow users to goto Start Center with mxevent="startcenter". Then update EVERYONE security group default app to this app. You can leave default app as null when there is nothing to notify.
Downside of this is that ,if there are other groups which have default apps ,then this will not show up for those users. Also if users have set up default app at profile level, then also this will not show up.

Subject: Maximo Start Center Requirement
Hello Everyone,
Could you please help me on how to configure IBM Maximo to display a pop-up (dialog box) message on the Start Center immediately after users log in, requiring them to click an "OK" button to acknowledge and proceed?
After a user logs into Maximo, a pop-up dialog box should appear displaying an important message that we want users to read and acknowledge-not ignore (which is why we are not using the Bulletin Board). The dialog box will have an "OK" button, and users should only be able to access any modules after clicking "OK." In other words, when users log in, the pop-up will be displayed on center of the template screen, preventing any interaction with the modules until the message is acknowledged.
How can we achieve this? Could you please assist me with this? If its an scrip, then which object? Or any other way?
Please help me on this.
Thank you in Advance.
Kind Regards,
Ishwarya
