First of all you do not need internet for building the Maximo anywhere binaries( app.zip).
You would need internet to install gradle, node and android sdk/ xcode command line tools.
I believe ibm is packaging gradle with the Maximo anywhere app container.
You can install node and android sdk in offline mode. There are a number of of technotes to install these in offline servers.
Xcode Command line tools come preisntalled with latest macbook.

Best thing about Maximo anywhere 764 is that you need to build the native apps only once unless there is a major change in the URL or add push notification.
So, you can setup the Maximo Anywhere folder in the server and you can setup a laptop to build the native apps when required( which will be very rare with this version).

Is there a set of sites available so that we can enable firewall specifically.
Our system admins are not open to allowing full internet access to build servers. I could see it connects to dl.google.com and gradle*
