You're absolutely right - in MAS 9, the staging granularity has changed. Currently, staging happens at the usage record level, not per individual line item, which is why you don't see a "stage by line" option in the standard Maximo Mobile Issues & Transfers app.
Here's what's happening under the hood:

In MAS 9, the "Pick & Stage" process uses Inventory Usage as the controlling transaction, where each record can include multiple items or lines. The mobile app reflects that record-level staging model.

Line-level staging was part of legacy Maximo's desktop workflow, but it hasn't yet been re-implemented in the new MAS 9 mobile UI.
Possible Workarounds:

If your process requires per-line staging, you can still manage it by filtering the UsageLines object in the mobile app extension XML or via a small custom automation script that toggles the STAGED flag at the line level.

For operations teams that just need visual separation, we've seen customers add a custom field (e.g., STAGEDFLAGLINE) that syncs to a query-based list for mobile visibility.

The upcoming MAS 9.2 roadmap (based on what's shared in the user group) includes a "Line-Level Pick & Stage Enhancements" item - so this feature should return in a future release.
For now, aligning your process around record-level staging is the supported approach.

The Pick and Stage functionality uses Inventory Usage under the covers and as such, some of pick and stage is available in MAS 9 (kind of). If you go to the Inventory Module, Role Based Applications and then select Issues and Transfers and finally select Inventory usage records. From there you can stage inventory usage lines, kind of like you used to be able to, but the functionality clearly has been curtailed. I have heard on roadmap calls that there is the intent to build this back in, but it is unclear when that will happen.
I generally do not use this as a platform to promote our commercial products, but in this case it is hopefully relevant to you. We have been working with a partner client and have fully developed Pick and Stage support in our Opqo mobile product (https://opqo.io). It fully implements all the pick and stage functions and is compatible with MAS 9. Hi, any ideas of how to get a pick list when maximo-x is not available, moving to 9.x? Cannot find any info.
Using a Pick List is crucial for storeroom personnel when handling large amount of reserved items. To be able to take a break for a day while picking and staging. (yes, not all reservations are immediate)
Also curious if you already have used something home-built instead of maximo-x (work center) for picking things?
