Is there a way we can add a custom image as a background to the login page for Manage application, We are on MAS 8.9.

No, not in a supported way. I thought there was an idea for this already but couldn't find one at a quick glance. I'd recommend opening one here: https://ibm-ai-apps.ideas.ibm.com/ideas/ if that's important to you.

We don't have a way to persist the changes long term to the MAS Core services. You could probably update it temporarily but the minute the container is rebuilt you'd lose your changes. I don't expect we'd ever support the level of customization we have for Manage but some components of the login page (text to display, login image, etc.) we could make configurable.

Unless I'm misunderstanding what you mean by login page, there is no login page inside of Manage anymore. When you try to access Manage (or really, any product in the suite) and haven't authenticated we redirect you to the MAS Identity provider. This identity provider is a MAS core service that manages authentication for the entire suite. This is how we can enable a customer to transition between the products without needing to reauthenticate.
