I would answer that yes, Cognos Analytics is backward compatible, but the specifics you gave are referring to forward compatibility.
For example, CA 11.1 is backward compatible with CA 11.0. If you produce content in 11.0, it can be used in 11.1.
Likewise, CA 12 is backward compatible with both CA 11.1 and CA 11.2. That means that content produced in CA 11.0, or 11.1, or 11.2 can be used in CA 12.
It's your definition or example that is inconsistent with backward compatibility, not Cognos.
As far as forward compatibility, no CA is not forward compatible with itself. Thus, content produced in CA 12 cannot be used in 11.2 or previous versions, at least not without some modifications.

The report specification are not the same, so you cannot move back from v12.x to v11.2, or v11.2 to v11.1.x. It is the same answer with data models.

We are planning an upgrade from 11.1.7 to 11.2 or 12.0 and would like to know if after upgrading the development environment while the production environment is still using the older version (11.1.7), would it be possible to deploy reports/models from the new version to the older version? (11.2.x/12.0 to 11.17) if the need arises? and would the reports run in the older version?
