    I would like to know how to dowload and install R essentials on my SPSS IBM version 30 on my laptop, which is a Windows 10 with 64-bit system

    R and the R Essentials are automatically installed with SPSS Statistics in current versions.  There is no need for a separate install.

    My SPSS version 30 does not have quantile regression analysis. Therefore, I want to install the R essentials so that I can use quantile regression to do my analysis.

    You already have the R essentials installed.  Quantile regression is one of many extension commands that you can install via the Extensions > Extension Hub menu.  There is also a built-in quantile regression command, but you might not have that option.
