Hello, I have 4 partitions where the controllers are connected through an appc controller via HPRIP, but I have two partitions that do not, the network is the same and the NETA attributes have already been changed, what could be happening?

Configuration of SNA controller description depends on what is specified in network attribute (Local Network ID and Local Control Point Name) which you said was changed.  Knowing which network attribute's specific parameters were changed and their old+new values and in which LPAR should be the first step in trying resolve the problem.    What functions or applications in those LPARs use SNA?
