but this does not seem to work in 11.4

Tried changing property Direction & justification without the desired results.
Has anyone been successful in doing this?

It works fine, it worked fine for me. Based on your screen you have it wrong it should be "Top to bottom, Left to Right"
Then you will see header label in Vertical direction
