Yes, it is possible :
Use the TSM Client to run a script on the remote Client to determine the Time zone. As those commands are OS related you will have to find out how to do this on the target OS. You might run in problems with user rights / rights of the TSM Agent on that machine.
Much easier it will be to run that script directly with the remote commands availabla on the target machine

TSM uses Operating Systems time and timezone values. Just type accept date command. TSM will check operating system date and time and uses it.
