you should look to some DevOps material, since the main focus in a DevOps journey is eliminate the silos between teams.

This website list some approches to organize Ops and Dev teams in your organization to increase the collaboration between them. However, does not exists a golden rule to your question and creating a shared ownership of the solutions is always important to put the teams to work together.

Maybe, if you post your question on the DevOps group you may have more people contributing.
