Hi,
many resons for a 403 message.
1st clear browser cache
2nd try different browser (chrome,firefox,safari)
3rd check for firewall rules between your desktop and CE
4th use
https://192.168.233.208 as URL
5th check if the IP above is the one listed im managed hosts table
6th restart tomcat
7th reboot CE
8th check qradar.error and qradar.log for denied meessage
