Is there a way to take the output from Tools -> Model Report and turn it into a user-friendly document?  I know zero XML.
It seems like there should be a way to export all the query items, screen tips, data types, etc. into a formatted document.

What you want is an XSLT - the transform of XML into a formatted (ie, readable) output.
If you Google "XSLT tutorial" you'll find many resources on how to construct one.
I did it years ago for the Cognos 8 version for a client. Didn't keep it, but it wasn't hard to do.
