I don't know of a quick, easy and foolproof way of checking this, but suggest you start at the IBM Fix Central site.

Usually, reading the readme for the firmware will tell you if there
are fixes in it to make it work with a particular TL.

Read the firmware history section in the firmware description file.
Some new features coming out this month will require new firmware to use those features. However, the firmware would be a requirement only for those features and not the TL in general.

I have had cases where even though it was not documented, I had to upgrade firmware to make a new TL work. I've only seen this on old hardware though.

I prefer to use the invscout tool from AIX.
    Execute
    # invscout
    on your machine.
Simply copy the resulting /var/adm/invscout/MACHINENAME.mup file to your PC and fire up
    http://www14.software.ibm.com/webapp/set2/mds/fetch?page=mdsUpload.html
Upload the generated mup-file and take a look at the output.
Your /var/adm/invscout/microcode/catalog.mic is probably to old. But if you proceed above the resulting page will offer you a link where you can download an actual Version of this file.

    Cheers,
