RESOLVED
For some reason the users access was removed from the Team Content > Templates folder.
Note to IBM - Don't give an obscure Java Script error for a permissions issue.

Thank You - This is basically my initial go to list fo tasks for this type of problem too and we have attempted basically everything on this list without success.
They encounter the error message in both IE and Chrome.
Any other thoughts would be greatly appreciated.

Here is my standard list to problem solve Cognos weirdness that seems to only happen to one person. I have had the list awhile. they are in no particular order. some try to "fix" the issue, and some just try to help diagnose if it is the browser, person, or cognos settings.
- Close all IE instances and open new instance
- Set IE Compatibility mode
- Reset IE - Internet Options -> Advanced Tab -> Reset Settings. Clear browser history. Restart IE.
- Delete Internet Browsing History -> Internet Options -> General Tab -> Delete
- Delete Internet Temporary Files -> Internet Options -> General Tab -> Browsing History Section -> Settings Button-> View Files -> Ctrl+A (to select all files) -> Delete key
- add the Cognos link to your trusted sites
- reboot pc
- person that is having trouble have them try from chrome
- person that is having trouble have them try from another person's pc that is not having trouble
