I have set-up 3 stages, with three separate spaces.
Is it possible to make it so that only specific users are able to manually deploy UAT and production? I want to essentially divide up duties available in DevOps pipeline scenario.

Which tool you are using?
Given the names you used, I guessing you are talking about the IBM Bluemix Delivery Pipeline. If I'm right, you can only restrict to members with the developer role on you space.
