In R, after working with shiny, one can deploy and publish the app to share and show it with others. Likewise, how can a dashboard built in analytics platform be deployed and published for others to view and use?

Hello again,

if we talk about a transportation of your dashboard from one environment to the other (dev --> live), there's a content administration pane in Cognos Administration. Only system admins can access it. The content  administration exports content from the Cognos system as zip file. There are also 3rd-party systems on the market which also do the job more flexible. 

You can also copy the dashboard specification instead of exporting a file by pressing "Ctrl"+"/"+"q". See https://www.ibm.com/support/pages/how-importexport-dashboard-specification-ibm-cognos-analytics-11

If we talk about moving the content within the environment then you have to copy or move it to a place where other users have access to (Team content). Keep in mind that the users also must have access to the data source you're using in the dashboard. If your not in charge about the environment: ask your CA admin about more details.
If you just want to move the dashboard, click on the three dots and select "Copy or move to"
