Ah! These capabilities are new to 11.1.7. You have to update your system from 11.1.6 to 11.1.7 to use them.

I tested it with my 11.1.7 system and it works perfectly. Denied all E-Mail capabilities for users and the options are vanished from all UI windows accordingly. Might be a bug of 11.1.6 or your group/role setup is not working correctly.

as admin you can customize the Capabilities" for user groups and roles. Go to Manage -> People -> Capabilities and modify the access for the email options:
Move the cursor over the entries, hit the three dots next to it and modify the access.
