Does anyone know of a way to export out a Data Server connections from one Environment and import it to another (along with the metadata info)?

Yes, through a deployment.   

Deployments of the entire content store will include the data server connections by default.

Deployments of parts of a content store can have the data server connections included.   In the new export wizard there is an option called Include data sources and connections.  If you want to include the data server connections then you would choose that option and choose the appropriate associated options, Include signons and the Conflict resolution rule.
