Unfortunately, Custom Tables does not accept sampling plans and, therefore, can't do the kind of processing provided in the CS option. (I have lobbied for this in the past.)  There is, however, an option to use effective base weighting in Custom Tables.  This does not take account of all the aspects of weights in CS, but you might want to compare the same table using effective base in Custom Tables with a corresponding table in CS to see whether the effective base weighting is acceptable for your sampling plan.
