​In a new Cognos 11 environment we have a issue with a number of people seeing

at the start of a report output. We also have a number of people who are not see the two links for the same report in its output. What would control why some people are seeing it and some are not ?

This could be something specific to your environment. We would recommend looking at the report spec to see if this was done based on namespace security. You can potentially try using javascript as well. Lastly, try clearing your browser cache and see if that helps.
