Yeah you are right, My Android Phone and Local Manage running Machine are on same network. Even-though i use (https) at port 9443, it doesn't connect . My Manage works at 9443 correctly but not with Maximo Mobile.
Role based applications works well.
May be I'll get in touch with IBM Support.

You're absolutely right, @Andrzej Więcław. Based on my knowledge, to connect to a non-secure (HTTP) MAS Manage environment from the MAS Mobile application, you need to use a debug build version of the app, which IBM can provide as you wrote. As far as I know, there are no other workarounds available.

First of all I assume your client device is on the same network as Manage.
Maximo Mobile requires secure connection therefore the only way to connect (using official app distribution) is to use HTTPS.
I've just tried that with my local Manage instance, set up in a very similar manner and I failed to connect myself.
Maybe @Bartosz Marchewka can recommend something?
I know IBM Support can provide you on demand with a debuggable Android app installation package. I would request one and check what's going on under the hood...

Recently managed to setup Maximo Local Sandbox Environment [Steps I have documented in this blog ].
I wanted to connect the Maximo Mobile App to this Sandbox Environment and unable to do so far.
Tried with Both Maximo Mobile and Maximo Mobile for EAM.
Both doesn't work.
I used localip address and port to configure the Maximo Mobile App, always ended up receiving Invalid Server Address
