Subscriptions are just an easy way of users creating and scheduling report views for which there is no limit.
If users need more than 32 then you could teach them about report views and scheduling.
As well as having going beyond the 32 limit, traditional report views and scheduling also have a lot of other advantages over subscriptions.
32 does seem a lot though. I'm curious why users would create so many - many prompt different answers? many different schedules?

The limit is 32, it is written somewhere in the documentation. I believe it is hardcoded.
