Hi Thomas,
You are right, my answer was intended to another audience: Cognos and GitHub, not GitLab.
Cognos GitHub Integration is pre-packaged solution provided as a paid subscription, ready for deployment in Client's environments. The service includes setup and configuration assistance; warranty and latest updated versions. Did you try to get a price before trying to modify the plugin?
This solution is NOT part of Cognos Analytics product. You should also try to the email address in this page: Cognos Source Control Integration

How does that relate to
https://www.ibm.com/support/pages/cognos-source-control-integration
That doc states 'In addition, the implementation can be extended to suit Client additional requirements.'
Does that imply a project custom developement for a customer could modify the plugin to call Gitlab instead of Github ?

Cognos Source Control is designed for use with Github:
https://www.ibm.com/support/pages/cognos-source-control-integration
Any options to adapt that extension for Gitlab instead of writing own integration (to e.g. Report Designer)
