So is it not available within Cognos like FM functionality to show impacted reports?

There are several visual tools that can help you with that. Their aim is for you to trace the usage of your data throughout the enterprise. For example Talend Data Catalog.

The driver for Cognos Datamodules is described here, and on this page, when you search for Cognos you will find all relevant drivers.
