We've observed the same behavior in our environment running Cognos Analytics 12.1 IF1, and I agree - it does seem inconsistent with what the documentation describes.
The splash screen clearly implies that you'll be able to browse through "Team content," "My content," or "Recent," but what's actually presented is a flat list of all accessible data modules, data sets, and packages. There's no proper content navigation tree, nor are object descriptions visible - which makes it especially difficult for users with access to a large number of objects.
This seems like a UX regression compared to prior versions where users could intuitively browse the content hierarchy. It could lead to confusion or overwhelm, particularly for less technical users or those working in large deployments with many shared resources.
If IBM says this is "working as designed," it might be part of a new UI paradigm they're rolling out, but I'd argue it's not aligned with the expectations set by the interface text or documentation.
Raising an RFE is the right approach, and I'd support it - especially if it pushes for:

Restoring content tree navigation in that context

Including metadata like descriptions to aid selection

Possibly allowing filtering or categorization for better usability

IBM support have said its working as designed but I'm not sure if I've been understood correctly or if we have a an issue with our installation.

From the home screen of Cognos we were testing the following.
Click the tile "Create" and then the tile titled "Create from existing data". We are then presented with a splash screen that says you will be able to
"Browse Team content, My content, or the recent panel to locate the data sources from which to create content."
However, when we click next, we are presented with a large list of all data modules, data sets and packages that are available, but no ability to navigate the content viewer and are unable to see the descriptions of objects.
Depending on access permissions for users, they can end up seeing a long list of objects.
The online Documentation ( https://www.ibm.com/docs/en/cognos-analytics/12.1.0?topic=interface-welcome-page) regarding the welcome page, details that the create button will present the 'Content View'.
I will as IBM have asked, raise an RFE. But would appreciate other peoples thoughts.
