The only point of the Classification/Specification on a Job Plan is what you want it to achieve on a work order. The Classification/Specification on a work order is also derived from the Service Request, and on a SR it is based on how people will search for a classification to describe something which they want to report as an issue, or something they want to request. The SR and work order classifications are often used in reporting and performance metrics. Therefore, it makes sense for the Job Plan to also do this and align the classifications used on SR, WorkOrder and Job Plan.
A job task and work order task can also have a classification and specification and I would use this for other purposes rather than the work order classification/specification, for example if there was specific additional information you wanted to capture during work order completion, or information you wanted the planner to verify as they went through their planning of a work order.
No doubt, others will have other views. If a Maximo client starts by using Job Plan classifications for Preventive Maintenance reasons, before they consider Service Requests then the work order classification/specification may end up serving multiple purposes, one for PM work and one for reactive work and that will make reporting more difficult.
When a SR with classification is copied through to a Work Order and then a Job Plan is applied the Job Plan Classification/Specification is ignored.
