    I have a cluster of 2 tests partitions between 2 Power520 under AIX 5.3 TL12 SP3 and PowerHA 5.5 SP7. I am using a single VIOS per server (ver 2.1.3). I created a test ressource group with one VG DATAVG (Enhanced Concurrent Mode) with 2 hdisks and one stripped filesystems /data. I have a HBVG (Enhanced Concurrent). I changed reserve_policy = no_reserve for all hdisks on the 2 VIOS and 2 partitions.

    Looks like you are hitting IZ93611. To get this APAR you will need to either need to open a PMR and request this APAR as an ifix or wait until it is generally available.

    I opened a PMR. There is a bug in PowerHA 5.5 SP07. I downgraded to SP06. The problem is solved.
