    Can anyone pl. suggest if we can modify the grouping logic of PR creation from reorder to include commodity group in addition to storeloc, vendor....

No way OOB,. for a workaround we created some vendors as commodity codes. 
for example, few vendors with the name of HVAC, ELECTRICAL, etc etc based on our commodities to be grouped. 
then we put all those commodity/vendor as a Primary Vendor in Inventory application.

Reroder gives precedence to the primary vendor if available in inventory item.
