a) Check for the process to see if it is running
b) Telenet to the port to see if it is listening

2) Do you have access from a PC with a web browser to the server?
3) If not, have you installed a browser? Google is your friend on this
Also, check with your friendly local DBA about the Oracle stuff, and you may also want to check with your management about whether you have an IBM support contract. They are very good at helping you out.
