    Yes (and no).  You can develop the applications targeting on iOS devices as part of the hybrid programming model.  However - to build the native iOS application -  that HAS to be built on an iOS device as part of that build process.  This is an iOS (Apple) restriction.

    Worklight and Rational lifecycle offers provide a remote build server. A Mac remote build server can compile iOS apps developped on a Windows laptop for instance

    You can also build via Worklight and apply additional app policies (e.g., SSO) and do IOS enterprise signing as part of Worklight integration with Apperian EASE, which is a MAM (mobile app management) and lifecycle solution.
