As in Decision Support Software System or just plain Decision Support System? Maximo is a great start, as the underlying database combined with the data model you can generate from your own configuration is a great start. Combine this with the Maximo Integration Framework which allows you to incorporate data from other systems to enhance Maximo as your primary data source and leveraging a familiar user interface.

IBM continues to offer internal offerings for report writing and analytics, KPI's, Data Set Designer, a number of built-in BIRT reports and the BIRT tool as well as the ability to utilize external report writing software and analytical tools, and all of that is available before you get to Maximo Application Suite, which provides you with even greater capabilities.

So, by itself Maximo gets you close, and with a little help from tools you may already have access to, you get the rest of the way, as long as you are collecting the data.

The question is about why we implement another Decision Support System Software and why cannot use Maximo as a Decision Support System Software

I like @christopher winston's answer. I would add that any COTS tool can function in the latter sense as the definition he linked describes.  Using that definition I would ask what do you want to do and what is your management asking?  To get to an answer, one thing I would like you to consider is the following statement: "Maximo is fundamentally a cost accounting system."  If you consider this with the understanding of a well developed GL Chart of accounts and a well used application of the GL Credit and Debit attributes across your Procure to Pay (i.e. Supply Chain) as well as Work Management and Asset Management functions in Maximo then you will have a veritable cornucopia of data to support any decision making system you need, whether you pass that up to your ERP system or keep it at you EAM level.

Note that Maximo has three general areas for DSS: Asset Management ( the practice of determining what you assets cost to maintain and the strategy for replacement) Supply Chain Management (the practice of determine what parts and service are necessary to support your Asset Management strategy); and Work Management (the practice of enabling and executing your Asset and Supply chain strategies to ensure they are carried out with Reliability Centered Maintenance (RCM) in mind.

If you start with these concepts in mind it is quite easy to support the statement "Maximo is a qualified DSS."  Next to really support this statement, you will need to ensure good practice abound in your organisation to gain and curate the data needed to support this tool an philosophy.  I strongly encourage you to consider the techniques that @Terrence O'Hanlon and his team at Reliability Web espouse.  The discipline of data gathering and curation to enable the kind of decision making you need is as mucho or more important than the tool you use.  That is NOT to discount using the right tools of course. "A good craftsperson carries their own tools," and "If you only have a hammer then everything is a nail" are aphorisms that help to illustrate the point.  I hope this helps.
