I have a pie chart in dashboard. When user use filter, sometimes the pie chart don't have data. Can this pie chart be showing "No Data" instead of empty blank?

well, I'm not aware of a solution in dashboards but if you have the ability to create a report you can pick several techniques to achieve that. But this will need further skills and capabilities in Cognos.

E.G. the old charts have a property to set that:

You would have to develop a  dashboard extension for this.
