Cognos Analytics and Planning Analytics each deliver different but complimentary capabilities. If you need to do planning, budgeting, forecasting etc and/or have people contribute to plans, Planning Analytics delivers these capabilities. If you need to do reporting, analysis, visualization of data, data discovery, scheduled reports and/or report bursting, Cognos Analytics delivers these capabilities.
Planning Analytics has some inbuilt visualization capabilities, but only on your planning data, and it doesn't support scheduled reports, bursting etc. Cognos Analytics has some rudimentary forecasting capabilities (in a core set of visualization types), but it doesn't support the full planning lifecycle and the data entry capabilities needed to contribute to plans.
My advice is to pick the solution that best meets the needs of your business.
